Thanks for cleaning this package up and putting it back in debian
proper.
The folks at silcnet.org are offering version 1.0.2 of the toolkit:
http://silcnet.org/software/download/toolkit/
There are enough significant changes that you can't actually build the
latest version of the silc-server against silc-toolkit 0.9.12. I ran
into this problem earlier tonight due to an undefined value for
SilcStringEncoding (defined in lib/silcutil/silcstrutil.h). The
modern version of the toolkit has about a dozen definitions for that
constant, while the version in debian only has half that.
i'm sure there are other differences as well, but i haven't cataloged
them. It would be nice to have the latest version in debian (sid or
experimental at least, since etch is frozen).

i've just placed a diff that seems to build a deb for the latest
upstream package here:

it's based off of the diff from 0.9.12-6, with a couple minor changes
to debian/rules and debian/control.sh (which i confess i don't
understand well: i just tweaked it until it worked).

What's the status on this? the new upstream version has been out
since December 19, 2005, over a year ago:

SILC Toolkit 1.1.1 has just been released, containing fixes for "over 20
bugs, most of them security fixes", compared to 1.1.0.
It would be very nice to have a usable package crafted from any
mantained upstream branch at some point. Thanks for putting your efforts

The Debian SILC packages are now being team maintained. We uploaded 1.1
a week ago but it's awaiting NEW processing. We'll get 1.1.1 uploaded
as soon as we can.
