Please consider this patch, based on code from glibc package, to enable
parallel builds.

Note: I really think this belongs in dpkg-dev and/or cdbs in the long term,
but since assuming all builds can be parallelised is impossible at the
moment, it might be a good idea to start doing it in dh-make for now.

Maybe for lenny we can have dpkg-dev export MAKE and this way even debian/rules
itself would benefit from this.

Hello,
  I'm closing your bug regarding adding some lines to the debian/rules
file for parallel builds. It's not because I think parallel builds are
bad, but to me debian/rules is not the place for this to be changed.

Something in dpkg-dev should enable parallel builds, at most the rules
file should enable or disable this feature but not create it.
