BTW, I know alacarte is intended primarily for GNOME, but the package
description states:

  It works with the freedesktop.org menu specification and should work
  with any desktop environment that uses the spec.

AFAIK KDE follows the freedesktop.org menu specification, so alacarte
should work with KDE.  If this isn't the case, please change the
package description.

 I think python-xdg should open the correct file, but I'm not 100% sure.
