Right after starting it, I get a warning dialog:

PopupNotifier: not all necessary dependencies are installed. To install
them, on Ubuntu run: apt-get python-notify notification-daemon

I have all python notify packages installed, do not know what's going
on.

This issue is not related to deluge-torrent. The python-notify package is 
broken... i'll upload a NMU for it tomorrow.
