Yes, it really is w3m. We've seen this same problem in stable. Apparently
w3m does not like it when it cannot create a config dir in chroots, as
evidenced by "Can't create config directory /nonexistent/.w3m".

w3m sees $HOME for ~/, so I think you can set HOME=/tmp or somewhere.
Anyway, I think w3m says that error message only and not segfault when just nonexistent config directory.
So, I'm afraid it is not the cause of the segfault.
Do you have more information?

I've gone ahead and made the installation-manual set HOME to a temporary
directory when running w3m, so this bug no longer causes a FTBFS, AFAIK,
and can be downgraded to from RC.
(I can't reproduce this bug on unstable, FWIW, although I didn't try to
reproduce it in the context of a build of the manual, just at the
command line.)
