There is a useful .sty file in a documentation package, but would like to see
that .sty file available to latex.

Hm, there are much more than one. And I'm not sure that it is intended
for public usage. The description on CTAN is:

I guess they are not supported by the author, and hence not installed as
ordinary CTAN packages, but only as examples. I don't have the book,
but if it has a didactical approach there might actually be examples
with severe limitations in them, "how to deal with that we'll see in the
next example".
Even worse, there doesn't seem to be a license statement with the files
on CTAN. Do you have the book? I can imagine that the license
statement is in the book or on the accompanying CD.

We'd really appreciate an answer on this question. Otherwise, does
anybody in the list regularly pass by a book shop (Lehmann's) that has
the book available, and could look into the printed copyright notices?

now states:

I don't think this helps much. The DFSG are not a license but guidlines
to judge licenses by. It is good that the uploader to CTAN stated that
the license is DFSG free, but one still needs the explicit license.

Some years ago I would have said 'fine'. Nowadays one should be more
careful. Hence an explicit statement by the author which files are
released under which license would be the best thing to have.
