Subject: ntpdate: only use one server by default

Package: ntpdate
Version: 1:4.2.0a+stable-9
Severity: normal

in recent versions of ntpdate, NTPSERVERS in /etc/default/ntpdate
provides four servers to get the current time from:

Passing multiple servers to ntpdate tremendously slows down the
execution of ntpdate:

denkbrett:~# time ntpdate > /dev/null

real 0m10.812s
user 0m0.000s
sys 0m0.008s
denkbrett:~# time ntpdate > /dev/null

real 0m3.404s
user 0m0.004s
sys 0m0.004s

At least for desktop machines, using multiple time servers is not
necessary, so it should be configurable through debconf if all servers
are to be used, or only one, determined dynamically. The latter could be
achieved by setting NTPSERVERS to something like
$(($RANDOM%4)) (which is a bashism, unfortunately).

Versions of packages ntpdate depends on:

ii libcap1 1:1.10-14 support for getting/setting POSIX.

ntpdate recommends no packages.

The functioning of the NTP protocol relies on more than one server or
peer being available. If you think that using one server is enough,
you should probably not use NTP but consider a more light-weight
alternative like rdate.

   * Soften ntp binary package's Conflicts and Replaces relationships with
ntp-{refclock,server,simple} so that they are unversioned; a versioning
expression is unnecessary as none of these exist now as dummy packages
(and do not need to, as all depended directly or transitively on ntp
itself). State that ntp Provides the three merged packages, so that
packages depending on them are not spuriously blocked from upgrading
before their dependencies are manually changed. (closes: #383212)

   * Updated README.Debian's and package descriptions, reflecting that
ntpdate is no longer necessary when ntp is installed
