$ LC_ALL=zh_TW.utf8 w3m http://www.tca.gov.tw/default.htm
works great, even though the page is charset=big5.

The only problem is the status bar at bottom of page: "...Viewing
<?w?????{?x????????>"

One has to view in the native zh_TW.Big5 locale to see it properly.
