We're planning to remove ruby 1.6 from etch release.
See http://wiki.debian.org/RemoveRuby16 and recent discussion on
debian-ruby lists.
libzlib-ruby builds only ruby 1.6 module libzlib-ruby1.6
and there are no depending package on this now.
So, please remove libzlib-ruby source package and libzlib-ruby1.6 binary
package from testing and unstable.

I disagree:
debpartial has an unsatisfied dependency on [all arch]
You need to (let the maintainer) fix that first, then come back (and
remove moreinfo tag) please.

debpartial depends on libzlib-ruby, which is dummy package
built from ruby-defaults, that depends on libzlib-ruby1.8 built from
ruby1.8.
We don't need libzlib-ruby source package and libzlib-ruby1.6 binary
package built from the libzlib-ruby source package.
Please remove libzlib-ruby source package and libzlib-ruby1.6 binary
package.

Note that the package(s) have simply been removed from the tag
database and may (or may not) still be in the pool; this is not a bug.
The package(s) will be physically removed automatically when no suite
references them (and in the case of source, when no binary references
it). Please also remember that the changes have been done on the
master archive (ftp-master.debian.org) and will not propagate to any
mirrors (ftp.debian.org included) until the next cron.daily run at the
earliest.
Packages are never removed from testing by hand. Testing tracks
unstable and will automatically remove packages which were removed
from unstable when removing them from testing causes no dependency
problems.
Bugs which have been reported against this package are not automatically
removed from the Bug Tracking System. Please check all open bugs and
