Amulecmd and amulegui use the ISO-8859-1 locale to display some of the text on the console in spite of the value of the LANG environment variable.
For instance, when amulecmd connects to the server it prints the following text for the es locale:

The exclamation mark before "Hecho" and the accented "o" in conexi'on appear as the Unicode invalid sequence character (U+FFFD if I recall correctly). If the console is switched to Latin1 (without changing the locale) the expected characters are displayed.
The message catalog seems to be properly encoded, at least from what msgunfmt shows (the string above is decoded correctly). Other non-ASCII text (i.e. file names) is also correctly displayed.

we recently uploaded in Debian unstable the new upstream release of
aMule: 2.2.6 .
We are contacting you because you reported a bug against aMule and
because we'd like to ask you to verify if your bug still applies to
the 2.2.6 version.
Since some of the bugs we are contacting are really old, there are
chances they were already fixed in a previous version (just for the
reference, Debian stable has version 2.2.1 while Debian testing has
(currently) version 2.2.5).
Your help is appreciated in screening your bug, so we close those that
are already fixed and address those that are not (yet).
