Description : online space strategy game
Outer Space is an on-line strategy game which takes place in the
dangerous universe. You will become powerful commander of many stars,
planets, and great fleets and will struggle for survival with other
commanders.
Outer Space communicates with the server in the same way as your
browser, but you will need a special client to play it. Using this
client you can create an account on the server and you can start to
explore the world of the Outer Space.
Currently, the client is available as a tarball and the server can be
found in the Sourceforge SVN repository.

Is it correct that the source code of the server part of this game is
not available for download? Only the client part?

There's no tarball available for the server, but you can still get it
from the SVN repository. Just
svn co https://svn.sourceforge.net/svnroot/ospace/trunk/ospace
Perhaps you could even ask the upstream to make a tarball for it. But
the server is available in there, in any case.
