Maybe some permission problem? (Sometimes I got something like that
after having run something with sudo or so.) You could try to add some
debug options and/or strace it to know precisely what's going wrong.

According to the Suggests: line of libxine1, arts can be used by xine
(please see this FAQ entry[1]). Reading the FAQ a bit further, I found
that another entry[2] about audio problems and how to specify an audio
driver (please have a look to the manpage, this is documented, and the
way to store it too).

severity.
The error message seems to me a permission problem in your home
directory. I'm pretty puzzeled why xine-ui defaults to arts on your
system, I haven't noticed this on any other system.
Could you please verify in a clean environment (read: create a new user
with empty home) if xine-ui 0.99.4 still default to arts? At least, it
doesn't on my system...

No it should not be.
The reasoning behind this is: If artsd is not running, xine-lib will fall
back to the next audio driver (should be esd, which also fails if esd is
not running), so it finally falls back to ALSA (or even OSS).
This is the only way to automatically use an audio driver that will work
with every conceivable setup. (Systems that run a sound daemon usually do
so because otherwise they would only have one sound channel. So in those
cases the daemon should be used, unless explicitly configured otherwise.)
Now the actual bug here is that xine's arts driver should fail quite
silently, allowing the fallback to ALSA, instead of letting the whole
engine die.
Actually, I can't reproduce this, unless I explicitly set the audio driver
to arts instead of the default ("auto")...

If you don't mind, I will add this note to README.Debian. README.Debian
needs polishing anyway.

You could try to strace the whole thing in order to find out what
directory it is trying to create.
I suspect that the actual code failing is in some library used by the
plugin (libartsc, probably). So downgrading/fixing that would probably
make the issue go away...

I'm attaching a gzipp'ed strace, but I still don't really get what's
going wrong here.
Is the arts plugin really so confused that there is no 'socket'? (and
no, I don't use KDE myself).

problem is in libao, not (g)xine. This was also on a GNOME system.

* Added libxine1-doc. This will be needed once 1.2 is released to avoid
problems with xine(5), and is useful now for development purposes.
* Made libxine-dev conflict with & replace libxine2-dev for similar reasons.
* Since the arts plugin is no longer built:
- removed libxine1-kde and the associated build-dep on libartsc0-dev;
- made libxine-plugins conflict with and replace libxine1-kde.
* Minor package description fixes.
