Justification: renders package unusable
ifplugd was used to be stated by hotplug, running the next
script /etc/hotplug.d/net/ifplugd.hotplug.
Since udev 0.070-3, hotplugging is embedded in udev and
hotplug is deprecated.
udev now calls ifplugd.hotplug itself. However the scripts
abort due the missing /etc/hotplug/hotplug.functions file.

This attached patch solves the no longer available hotplug.function file.
Plus it forces the the deconfiguration of the interface even if it is
no longer available (like a removed pcmcia net card) (another ifplugd
bug, apparently solved upstream in ifplugd 0.27, see #279096)
