When I load a scenario, change some server options and try to save it,
it says that this cannot be saved _before_ the game has started.

Funny, but when I try to change some other values e.g. generator,
before the game starts, it says that the values cannot be changed 
_after_ the game has started.

I did, and that behaviour is - at least partly - sane:
The values that can't be changed after a scenario has been loaded are
mostly those concerned with map generation. When you loaded a scenario,
you have a (possibly incomplete) map, so changing map generation options
afterwards is only confusing and leads to potentially bad behaviour -
namely the scenario map being wiped in favor of a randomly generated one,
and why would you have loaded a scenario then in the first place? Now you
can argue that the whole which-option-can-be-changed-when thing is a bit
of a kludge, and I wholeheartedly agree. But changing that would have
required rewriting a much bigger portion of the server code than I had
the intention, energy, time and will power to do when I did the scenario
patch...

Now, about that changing server options and then saving the as yet
unstarted scenario: That should _perhaps_ be possible. The current state
is that the server can read server options, scenarios and savegames, but
can only write server options (before there is a map) and savegames (after
the game has started), scenarios taking the ominous place in the middle.

My position about this is that scenario's are mostly meant to be played
as provided. If you absolutely have to change them permanently, fire up
that nice and spiffy (and as yet mostly nonexistant :-( ) scenario/map
editor.

Anyone have an opinion on that? I may sit down and do a patch to allow
saving scenarios if people think this is a Good Thing(tm). I'd rather
have a nice working scenario/map editor instead as I think this provides
a much cleaner solution to that problem. (If things go as planned I'll
have somewhat more time come April, which I may use to have a long look
at the map editor sources, but before that I don't have time for more
than a cursory glance :-( )
