Starting with this '.spx' file (16K):

Which is a female voice saying "these days... these days... (etc.) ... 
the chicken... is a rare dish."

My system can play that with 'cplay' or 'totem', but not 'ogg123':

    % ogg123 -d esd female_scrub.spx

    Audio Device:   ESounD output

    Playing: female_scrub.spx
    Ogg Speex stream: 2 channel, 8000 Hz, narrowband mode

    Done.
    % ogg123 -d alsa09 female_scrub.spx
    { same thing ... }
    % ogg123 -d oss female_scrub.spx
    { same thing ... }

...it always clicks, then is silent.  I tried to write it to a '.wav' file:

    % ogg123 -d wav -f /tmp/female_scrub.wav female_scrub.spx

    Audio Device:   WAV file output

    Playing: female_scrub.spx
    Ogg Speex stream: 2 channel, 8000 Hz, narrowband mode

    Done.
    % ls -og /tmp/female_scrub.wav
    -rw-r--r--  1 495404 Jun  6 02:16 /tmp/female_scrub.wav

...but the '.wav' is silent with any player.  Compressing
it suggests the reason:

    % gzip /tmp/female_scrub.wav
    % ls -og /tmp/female_scrub.*
    -rw-r--r--  1 584 Jun  6 02:16 /tmp/female_scrub.wav.gz

>From 495404 bytes down to 584 means it has virtually no data.  Therefore
this bug doesn't depend on my hardware or config -- because
writing to '.wav' is pure software.

  Uhm, this doesn't work with vorbis-tools at 1.0.1-1.2 either. Do you
  know if it used to work with some previous version?

Not me.  Wish I could tell you more, but I've only tested this bug with
v1.0.1-1.4, as described in my earlier report.

Bug still reproducible with vorbis-tools 1.4.0-4.

As this issue happens mostly with this specific file, a decoding issue 
would stand to reason. However, the issue happens even after transcoding 
the speex file to ogg vorbis (using audacity). As it's very unlikely 
that the actual waveform is causing the issue, the trigger has to be 
some other data that survives the transcoding, like sampling rate or 
number of channels.

This assessment was based and on a file mix-up in my testing process and 
is wrong. The issue is speex-specific.

The problem occurs with speex files that declare 2 channels in the 
header, but don't provide any in-band stereo signal before the first 
sample. As far as I can see, the speex standard allows this, it is never 
even mentioned that any in-band stereo signal has to be sent at all. So 
ogg123 should be able to handle this case.

However, the initialization of the stereo information data structure in 
ogg123 doesn't happen until the first in-band stereo signal is received. 
For all samples before the first stereo signal, the stereo information 
data structure is used in an uninitialized state and therefore produces 
distortions/noise/silence.

The patch in git commit fb82b1de29 fixes the problem by using the proper 
libspeex functions for handling the life cycle of the stereo information 
data structure.
