Your debian/control file lists those packages:
Package: libglui-dev
Architecture: any
Depends: libglui2 (= ${Source-Version}), libstdc++-dev, glutg3-dev
Package: libglui2
Architecture: any
Depends: ${shlibs:Depends}
However, the .dsc says:
Source: glui
Version: 2.2-2
Binary: libglui2c102, libglui-dev
And the control.in file uses: libglui%MAJOR%
Where MAJOR translates to 2.
And you have a:
LIBGLUI := libglui$(MAJOR)c102
Those don't all agree, and it seems the "c102" is missing from
the name of the binary packages.
This also has as effect that dh_installdirs creates the wrong
directories so install fails.

This library package seems to be completely unused in sarge. Is there any
reason that it shouldn't simply be removed?

Uh, it's clear by looking at this diff that the current version of
debian/control was not autogenerated from debian/control.in, and in fact
should not be as debian/control.in is variously broken. The Conflicts:
libglui2, for instance, still applies for upgrades from woody.

I have not changed these parts, but I have regenerated debian/control
from debian/control.in. There is a chance, that the new debian/control
has already been used to build the package but has not not been used to
generate the *.diff.gz.

This bug has been fixed in an NMU I uploaded a short while ago. The
final diff is as detailed below.
The changes are the same as in Torsten's last patch, but I've
corrected the problems with the discrepancies between debian/control
and debian/control.in by merging the changes (incorrectly) made to
control some time in the past back into control.in. This was
necessary in order to fix cleanly.
Release Team: please could you approve this for sarge? It could
equally be removed, since I can't see any packages actually using it.

Unless the maintainer speaks up and explains why we should ship a library
that isn't used by anything in sarge, I still plan to remove it.

Just as a data point: MOLEKEL, a binary-only freeware OpenGL
visualization package I happen to use depends on this, so the library is
actually being used in the wild.
Not that this counts much for sarge, of course.
