When anon_max_rate is used, vsftpd only sends 128 kB.
The download isn't aborted, but data are not sent anymore.

I can't reproduce this. However, I have a guess: did you realize that
this variable is set in bytes per second? vsftpd is not extremely
accurate; it will send a big chunk, and then wait until the average
speed is correct, and then send another chunk. So if your rate limit
is too low, it will appear to stall.
