Well ifrename should be called before anything else uses the interfaces
of course. Can you find out which boot script configures the interface
in question before ifrename gets a chance to rename it?

I tried putting hotplug at the front of the queue by moving it to 
/etc/rcS.d/S01hotplug but it still doesn't rename the interface. If 
there's some script that's configuring it before ifrename can get there, 
it's in the hotplug scripts. I know that ifrename is being run. I made 
the hotplug script touch a file right before it ran ifrename. So I don't 
think that could be the problem.
