I'm pretty sure that requiring access to the public internet in order to
build waht should be a complete source package is not only a bad idea,
but violates policy.
It certainly breaks building the source on a machine behind a paranoid
firewall.
Could we please make the source package actually be the complete source?

I've prepared an NMU for gtkmm2.0 that fixes 286233 and 287614. I'll
upload to DELAYED/1day, so it should go into the archive on sunday.
