The '/usr/share/apache2/build/envvars' file is used to setup the
environment variables for the apache2 daemon.
For example:
 - to change the location of php.in I must set PHPRC
 - to use Oracle I must set ORACLE_HOME, LD_LIBRARY_PATH and NLS_LANG

It would be very usefull if this configuration file is a symbolic
link to something like '/etc/apache2/envvars' instead of its
current location in '/usr/share/apache2/build', a possible read only
location.
