The following directory is not created,
/usr/lib/python2.3/doc/html
and I would expect that python2.3-dev is to blame.
Without
/usr/lib/python2.3/doc/html/icons
/usr/lib/python2.3/doc/html/style.css
/usr/lib/python2.3/doc/html/about.dat
it is not possible to create HTML manuals using mkhowto, e.g.,
/usr/lib/python2.3/doc/templates/howto.tex will fail with an error-message
"No such file or directory".
When I manually created and populated the directory as outline above everything
works.

works fine for me:
cp -a /usr/lib/python2.3/doc/templates /tmp/howto
cd /tmp/howto
/usr/lib/python2.3/doc/tools/mkhowto howto.tex

That doesnt work for me, but gives:

/usr/lib/python2.3/doc/html/* is not created - when I manually create
and populate it
from the python source everything is fine.
Where does your configuration store 'about.dat', 'style.css' and
'icons/*', and how does
mkhowto know where to find them (unless they are in
(usr/lib/python2.3/doc/html)?
