It seems like lynx(1) ignores -assume_charset and treats the contents as
ISO-8859-1.

	$ xxd < foo
	0000000: c80a                                     ..

Which is:

ISO-8859-2  C8   LATIN CAPITAL LETTER C WITH CARON
ISO-8859-1  C8   LATIN CAPITAL LETTER E WITH GRAVE

	$ lynx -dump -assume_charset=ISO-8859-2 \
		-assume_local_charset=US-ASCII foo
	E

Hmm, this should be `C', not `E'.

Or do I miss something?

This appears to be a documentation problem rather than a bug.
For the example given, lynx is using the display charset.
The so-called local charset applies to files that lynx creates.

Great.  As that's not what Sarge has, I'm not going to verify this.
Feel free to close the bug, I'd re-open it if I later found it wasn't

yes - I'm mainly adding those comments so it'll be simpler to clean out 
the bug list when the next lynx updates are made in Debian.
