With this patch, parted can recognize UML UBD devices, which emulate
physical disks.  Without it, changes to UBD devices are treated as files,
and changes aren't communicated to the kernel.

Among other things, this is useful for testing debian-installer under UML.

Interesting, i had planed to work on parted today, and will also try to
push this change in upstream.
