This does not allow modification and is therefore non-free. The
corresponding files (I think this only includes ppmqvga) should be moved
to netpbm-nonfree.

This seems to me a typical "do with it what you like"-statement. As
the license tells to "please clearly note any changes", the authors
wanted to allow changes (but failed to write this down - well, most of
use are software people, not lawyers).

Well, I'm going to clarify this statement, but IMHO this statement is
just sloppy, but not non-free. Adjusted title and severity
accordingly.
