grub-install doesn't mark the partition active when a non-mbr
partition is used. lilo-install does...

[Message part 1 (text/plain, inline)]
severity 255116 serious
thanks

Justification: renders system unbootable

(not setting to grave for now... though it should probably be)

If the user chooses to install into a partition rather than into the
MBR, the system will not boot.

partman-auto marks / as bootable, but if the user chose manual
partitioning and forgot the bootable flag, the system will not boot
since grub-installer doesn't set it.

I think grub-installer must ensure the bootable flag rather than
hope that partman-auto set it.
