I wish there was a way to include other files from the
"racoon-tool.conf" file.  (These other files should also be parsed as
if they were part of "racoon-tool.conf".)

Rationale:
 * It was possible in FreeS/WAN's ipsec.conf, and racoon-tool claims
   to want to imitate it.
 * The feature exists in racoon.conf, which implies that the feature
   is useful enough to implement.
 * The "include" feature in "racoon.conf" is not enough since you
   then lose all the features in racoon-tool.conf.

racoon-tool is deprecated and not maintained by upstream anymore.
It's also marked as deprecated in debian since 1:0.6.5-6 hence i
will not fix this.
