There are three separate issues here, let me know if you prefer
two separate bug reports.
If I create /etc/papersize, and then install, and purge
libpaper1, my file is mysteriously gone. There was no warning that
would happen, and, there is no indication that libpaper1 is in any
way associated with this file (dpkg -S turns up no hits). One should
only remove the file if it is the same as the one the program
created.
I have other packages that look at /etc/papersize, and these
are now giving me the wrong paper size.
The second issue is something I noticed when looking at the
postinst: if I remove /etc/papersize, it later magically appears on
upgrading libpaper1 -- and worse, reappears with the wrong value, not
preserving the changes I made; this is not the behaviour one expects,
since dpkg and packages that use ucf preserve user changes like
deletion of configuration files.
Thirdly, if the file exists, and is different from the value
that lives in debconf, should you not reseed the debconf DB, so that
the file that reappears from the dead actually contains the last
value I had set?

time almost all the other small things like translations.

I considered doing a NMU during the current BSP with your patch.
A question, though: Why do you remove /etc/papersize on remove and
on purge? Shouldn't this only be done on purge?

Yes you are right. It should have been wrapped inside the case). I will
update the patch in a few minutes.
