The apt-get manual page includes the following lines:

This information is somewhat misleading, presumeably outdated.  Firstly, the APT 
User's guide resides in /usr/share/doc/apt-doc/, and secondly, it does so only 
after installation of the apt-doc package.

I agree with #241666 that the reference to the apt guide in the manpage(s) 
needs to be updated. I'd submit a patch but the fix is trivial. You might 
consider adding a pointer to the apt-howto packages as well.
