These are characters: U+219, U+218, U+21B, U+21A. see link

I digged a little and eventually found a proper definition in the new
latin10.def, which is unfortunately not yet included in the Debian
version of LaTeX.  

I copied the definition into a small demo latex file which prints the
requested characters in different sizes. Alexei, can you please tell
us whether they look alright? Once we have commands that yield proper
characters, hooking them into the unicode table is no problem.

Dominique, would it be a problem to add the definition of
\textcommabelow to ucs.sty?

For my sake yes; but I would prefer its inclusion into the upstream
version (which Dominique is responsible for), so that Non-Debian users
can benefit from it as well and the Debian version stays consistent
with the official one.

Please don't do that, these files are autogenerated and pretty cryptic.

I prepared a new configuration file romanian.ucf.gz (attached) which
provides these four characters and also includes the \textcommabelow
definition in a GLOBAL section (so there's no need to alter ucs.sty). 

Alexei: Just install package latex-ucs-dev, copy romanian.ucf.gz
into /usr/share/latex-ucs-dev/config/ and run 'update-latex-ucs'. This
will regenerate the uni-*.def files and everything should work.
I attached an example LaTeX file romanian.tex.

Dominique: would you consider including this in the official version?

Right, I just saw that it was declared as text/plain, so it got
scrambled. I attach it again uncompressed. The update script does not
care if the files are compressed, you can use it as it is, or compress
it yourself.
