The "-v" verbosity option seems not to work:

diz $ chktex -v interrupted.tex
chktex: WARNING -- Could not find global resource file.
chktex: ERROR -- Illegal verbosity level. 

I also tried various other combinations:

diz $ chktex -v 1 interrupted.tex
chktex: WARNING -- Could not find global resource file.
chktex: ERROR -- Illegal verbosity level.
diz $ chktex -v 2 interrupted.tex

Lyx has a nice menu option to run chktex on your document. 
Unfortunately, whn I just tried it I got the same error as the original 
reporter of this bug. I'm not sure how to bypass the chktex verbose 
option in Lyx.

The problem was in the config file not being found and then the index in
the supposed array wasnt found.

The attached patch will make the config file found again.

I do not have access to the key right now, so this is here to serve as a
storage place.
