Version: 2.0.23-14

according to the man page slapd can be started with -h ldaps:/// ldap:///
to support both ldaps and ldap. I modified /etc/init.d/slapd to start with
this option. Unfortunately only the first port specified is opened.
If the list is reversed still only the first port is opened. 

The man page says:  A  space  separated list of URLs is expected.
so the syntax seems correct...

This is Debian testing with libldap2-tls version 2.0.23-14

The bug is in the man page. It should read:

A space separated list, enclosed in (double)quotes, of URLs is
expected.

Such as:

        -h "ldaps:/// ldap:///"
