The Debian menu contents seem to lack any concept:
* nautilus is in System and the Gnome Menu Editor is in Tools
* Tools is much too long
* some entries are names after filename ("nautilus"), some after
their name ("Gnome Menu Edtior"). This is especially bad, because
in GNOME, all capitalized names come before those with lower case.
In short they are in a sorrow state and desperately need someone to
massively extend the policy

Isn't this premature to send this for policy creation?
Shouldn't we work out a solution, implement it, work out the kinks,
and _then_ make policy about it?

The bug references the menu policy which is in debian-policy, but was filed
under the menu package, and obviously ignored.
If you ask me, feel free to close the bug explaining the proper procedure to
the submitter.

The original bug raised three issues:

The new menu structure adopted recently will hopefully fix the first two
points. For the third point, the menu manual recommends properly
capitalizing the title, and it's reasonable to put something in Menu
Policy recommending how to write title and longtitle. However, this is a
mixed report with several issues and doesn't include a concrete proposal.
I'm therefore closing this particular report, but if someone else would
like to make a concrete proposal for title and longtitle policy or
recommendations, please feel free to open a new Policy bug with that
proposal.
