Even if LANG variable already has ".encoding" part, /usr/bin/X11/uxterm
script adds ".UTF-8" after that.  This causes LANG variable to be
illegal.  For example, invoking uxterm in LANG=ja_JP.eucJP causes
LANG=ja_JP.eucJP.UTF-8 instead of LANG=ja_JP.UTF-8 .

The fix is easy.
