The manual page for apt.conf reads:

  It is possible to proxy FTP over HTTP by setting the ftp_proxy
  environment variable to a http url - see the discussion of the http
  method above for syntax. You cannot set this in the configuration
  file and it is not recommended to use FTP over HTTP due to its low
  efficiency.

I would like to proxy FTP over HTTP, and would like to update
/etc/apt/apt.conf.d/* instead of using the environment variable.  I
want the two ways of configuring an FTP proxy to work the same way,
making it possible to use

  Acquire::ftp::Proxy "http://proxy:3128/";

instead of having to change the enviroment.

I'm quite frustrated right now.  I have an apt source that is ftp, and I
just discovered this bug.  It's especially annoying as Google turns up a
message regarding the 0.3.2-era apt that shows it used to work.

I am on a laptop.  My laptop goes to the office (behind an http proxy)
and back home (no proxy).  While at the office, I cannot use an ftp
proxy, just ftp-over-http-proxy.  It's trivial to change apt.conf
automatically upon changing the network, but a true pain to have to
keep setting and unsetting ftp_proxy in my windows.

As far as I can see, this bug is fixed and the manual page for
apt.conf document how to set the FTP proxy using the config file.

No idea when it was fixed, but it is fixed in the version in Lenny.
