During configuration of zephyr-clients if you have no connectivity to the
primary zephyr server you should not receive a failed to configure from
the (pre) configure script. This is not a configuration failure (if the
test for connectivity is to be conducted it should be conducted inside
the script with a notification to the user if the host cannot be located.
But the configuration script should not return an error code,
contributing to the failure of a dist-upgrade, etc.

uh, there is no test for connectivity in the configure script. However,
the host manager daemon won't start correctly if it can't reach [lookup in
dns?] a zephyr server, and that would cause the install to fail. This is,
sadly, an upstream bug, but it's one that may be fixed at some point.

Further to the above (and possibly related to #41419) zephyr-clients can
fail to configure if the old zhm is running. Does the install try to
stop any existing zhm processes on upgrade? If I stop zhm by hand
everything is fine:

Setting up zephyr-clients (2.1.20010518.SNAPSHOT-6) ...

I have to admit though, that although this has happened to me several
times on different machines, other identical machines have had no
problem... (I am performing a belated mass upgrade from potato to woody
on my lab machines at the moment).
Surely a non-essential daemon failing to restart after configuration
should cause a warning, not a fatal error...?
