Not sure this would work with galeon, and stability of Mozilla is less than
stellar with this thing in.

not in the main archive.
Ask Christian about his plans, I've got no idea (but given the terrible
quality of this plug-in, I wouldn't be surprised this was the primary reason
he kept it off the primary contrib archive)

I don't think this is worth, but maybe someone should take a look at:
http://www.swift-tools.com/Flash/
it is a GPL'ed flash that has even a player and a plugin... it is not
very functional now but it seems to have a future, it was able to show
flash on www.charges.com.br (without sound, but it seems to support sound
for some versions of flash, or such)

There are legal problems (parts of the code imported by that GPLed
player are incompatible with the GPL). Please see bug #81708 for the
history.

That is correct. The KDE maintainer was CC'ed, but no bug was filed,
and no further investigation was done to my knowledge. That issue needs
to be investigated separately.
The problem remains that the Netscape plugin SDK headers are only
available under the "All rights reserved" license from the SDK, and
under the NPL from Mozilla, neither of which are suitable for a GPL
program.

mozilla has just been relicenced to a triple GPL/NPL/MPL licence
scheme, if this has truly been applied to the entire source tree using
mozilla plugin headers should be possible with no legal issues.

It hasn't. They're relicensing them individually as contributors grant
permission. See http://www.mozilla.org/MPL/relicensing-faq.html. I don't
know what they've done with the individual files in this case.
