AFAICT, firmware is now loaded from /usr/lib/hotplug/firmware/ and
/lib/firmware/. Could you prepend additional directories to that?
I have in mind:
/usr/local/lib/firmware/
/var/lib/hotplug/firmware/
The rationale is that Debian packages are hardly going to provide
the firmware, other than from non-free. Therefore, the firmware
should not be required to lie in / or /usr.
