I *do* want hotplug to load modules for my VGA card (the nvidia
module, see #239992), so I selected "do not ignore PCI VGA" in
debconf.  This generated "IGNORE_PCI_CLASS_DISPLAY=false" in
/etc/default/hotplug but hotplug ignored the VGA card on the next
reboot nevertheless.

The problem is that the IGNORE_PCI_CLASS_DISPLAY test in
/etc/hotplug/pci.rc is broken.

This should be

                if [ "$IGNORE_PCI_CLASS_DISPLAY" = "true" ]; then

or

                if [ "$IGNORE_PCI_CLASS_DISPLAY" != "false" ]; then
