there should be a simple way to enable/disable the different 'subsystems' 
like usb,pci,input. i only use usb, therefore i want to disable the others.
renaming the appropriate *.rc files manualy should do the trick but adding 
such a feature via debconf would come in handy.

You can do this by adding variables like this to /etc/default/hotplug:

HOTPLUG_RC_input=no

but:

- currently postinst rewrites the file at every upgrade (and this is one
  of the reasons I want to remove all traces of debconf from the package)
- debconf is not a generic configuration system and should not be used
  for this
- I do not want to encourage disabling hotplug subsystems because most
  users will not understand why they need it and will break their
  system, especially 2.6-based systems.
