The new GTK2 Adwaita engine looks quite good, and helps GTK2 apps fit in
on a GNOME 3 desktop.  However, I noticed that while it follows the GTK3
style where the menu bar blends into the title bar, it does not behave
the same as that style: you can only grab and drag the window by the
title bar, not by the menu bar or toolbar.

I don't think that was ever possible.
If you want to drag a window besides the title bar, hold down ALT.

I'm aware of how to do so.  However, GTK3 windows do support this.  Now
that GTK2 windows look almost exactly like GTK3 windows, the inability
to do so with GTK2 windows has become more of a problem.

I'm not sure if that is a limitation of GTK2.
In any case, can you please file this issue upstream and report back
with the bug number.

This is clearly an upstream issue and needs to be addressed there.

It exists a patch for this problem on Ubuntu.
But it concern the package of libgtk2.0-0
The Ubuntu's package works on Debian Jessie but you must change the 
number of the version in the file "control" to correspond exactly at 
that of Debian.
